Mainland Chinese citizens can buy cars in Hong Kong, and the process is similar to that for Hong Kong residents.  They only need to provide their identity card, travel permit, and proof of address in Hong Kong.

If they want to drive the car back to mainland China, they need to apply for a "Guangdong-Hong Kong cross-border vehicle permit" (粤Z license plate).
