Each Guangdong-Hong Kong license plate allows a maximum of three registered drivers. Only these three registered drivers are permitted to drive the vehicle across the border.

FV license plate: Drivers must be mainland residents holding both mainland and Hong Kong driver's licenses, and also possess a business visa.

Guangdong Z license plate: Drivers must be Hong Kong residents holding both mainland and Hong Kong driver's licenses, and also possess a Home Return Permit.
