Application for "Yue Z" License Plates: Latest Policy and Requirements for 2026
The application requirements for Guangdong Z license plates have changed somewhat over the years, and there will be some modifications for applications in 2026 as well. The focus is primarily on Guangdong-Hong Kong businesses, and the core application requirements are based on tax payments.
I. The core positioning of applying for a Guangdong Z license plate:
1. Direction of travel: Hong Kong right-hand drive vehicles entering Guangdong Province are only permitted to travel within Guangdong Province and are not allowed to drive across provinces.

II. Enterprise Application (Common Channels)
1. Basic Qualifications
Foreign-invested enterprises registered in Guangdong Province with foreign capital accounting for more than 25% of the total capital. These enterprises are operating normally, with no tax irregularities and no major violations.

Category A of Guangdong Province's Talent Advantage Card for Hong Kong, Macao and Taiwan residents.
Academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering from Hong Kong and Macao, and university-level administrators of well-known universities in Hong Kong and Macao.
2. Political Participation Status
Hong Kong and Macao National People's Congress deputies/CPPCC members, Guangdong Provincial/Municipal People's Congress deputies/CPPCC members.
3. Investment/Asset Class
Hong Kong residents who establish enterprises in Guangdong and serve as legal representatives, and whose tax payment in the previous year was ≥ RMB 150,000.
Hong Kong residents holding properties in Guangdong worth over 5 million yuan (property certificate + valuation report).
4. Charitable donations
Cumulative donations to poverty alleviation and public welfare projects ≥ 3 million yuan, or social welfare projects ≥ 5 million yuan (letter of appreciation from the municipal level or above).

VI. Important Notes
1. Restrictions on the scope of passage
with the license plate "粤Z" are only permitted to travel within Guangdong Province and are not allowed to leave the province. Driving outside Guangdong without a license plate will be considered driving without a license plate and will result in a 9-point deduction and a fine of 200 yuan .
2. Annual inspection and renewal
The Guangdong Z license plate is valid for one year and requires annual inspection; however, when renewing it, there is no need to verify the company's tax payment status again , and it can be processed directly with the approval card.
3. Abandon applications for ports of entry that have been discontinued.
New applications have been suspended at older ports such as Huanggang and Wenjindu in Shenzhen. Currently, new applications can only be submitted to Shenzhen Bay, Liantang, Shatoujiao or Hong Kong-Zhuhai-Macau Bridge ports . Once selected, the choice cannot be changed. It is recommended to carefully select the port in advance based on your travel needs.
4. Determining the nature of the enterprise is a key focus of the audit.
If a wholly domestic enterprise wants to apply for a Guangdong Z license plate, it must first establish a subsidiary overseas or in Hong Kong or Macau, and then set up a foreign-invested enterprise in Guangdong through round-trip investment in order to be eligible to apply.
